Patrick Hansen, Circle's EU Strategic Policy Director, confirmed that the EU has not banned self-custody cryptocurrency trading or wallets, nor does such a ban exist. However, using non-KYC self-custody wallets for encrypted payments (such as to merchants) will be more difficult and will depend on the merchant's settings.
